Surging Waves Pavilion, also known as Canglang Pavilion, built by the Northern Song Dynasty literati Su Shunqin after his exile, along with Lion Grove, Humble Administrator's Garden, and Lingering Garden, represents the garden characteristics of Suzhou in different periods of the Song, Yuan, Ming, and Qing dynasties, and is known as one of the four famous gardens in Suzhou.

The gate of the garden is located in the northwest corner, with a pool of green water outside. In the center of the garden, there is a large rockery, and on the top of the mountain, there is a pavilion called Canglang Pavilion. Other buildings stand around the rockery. The Imperial Stele Pavilion displays historical materials related to the Canglang Pavilion.
There is a large building in the southeast of the rockery, and its main hall is called Mingdao Hall, which was a place where ancient literati gave lectures. Further south, there are three connected halls. At the southernmost end, there is also a rockery with a watchtower standing on top, which is also the highest point in the garden. To the east of the rockery is the room used by the garden owner for receiving guests.
